I have been in the recruitment industry for several years serving local and multinational companies here in the Philippines creating and formulating placement procedure that includes policy direction setting, financial stability, installing effective marketing approaches, marketing linkages and consultancy, hiring and strengthening of staff functions, identifying and negotiate contract with potential marketing and business partners and final negotiation and contract signing with overseas employers.

The expense a successful recruiter pays is in the form of time and fortitude more so than operating capital. Although it is nice to have a beautiful office, crisp clean dynamic website, robust CRM (customer relationship management) software, business cards, and pamphlets, these all can wait until you've make some placements.
I made a $7,500 placement after 3 months of work while working a full time job as a recruiter. The client was completely separate from my former employer and I quit my job the week before she accepted the offer. That was 2 years ago and I've been making steady placements since.
Many people here mention legal processes that need to be met. For those in the US looking to start a direct hire placement agency, you don't have to worry about liability exposure, but you must conduct your business in a professional & ethical manner. Beyond that and more important than capital equipment is an understanding of the process needed to get clients and also recruit the candidates those clients want.
I am currently working from home and have more clients & openings than I could possibly fill on my own. I am considering opening up my positions to recruiters looking to break into the business, but I have not decided how I will go about this process. - Job Orders (Because I have more orders than I can fill, I can offer you jobs to work on while you develop your own client base - These orders are primarily in the US & Canada, but with email communication alone, it is possible to make placements across the globe)v - Website (Because the job boards are so expensive, it is a good idea to have your own website to drive traffic to you. I charge a flat fee to develop your website which will give your company much needed credibility and also enable you to post jobs online that do some of the recruiting for you.)
- I also have written a detailed and informative guide that goes into great detail on many of the front and back office procedures that go with running your own staffing business. (Many books are written by authors who are great at filling pages with "fluff", but when it comes down to practical day-to-day duties, goals, schedules, financial and billing practices, etc., they are of little benefit.
