@jaydeep, Jaydeep, u can start a cinema in 70L only if you have land of your own or or rent.. the cost of land cant be included in budget of 70L. as far as paper work is concerned, it depends upon the location and state where u are located. Mudit agarwal

If I consider three screens multiplex with the capacity of 800 in total then you will require max 15K sq ft area to build the same and cost would be approx 2.5 CR(depending upon quality work). 1. You can make a single or multiple screen cinema in Rajasthan on any floor
2. Cost is less if you take space in any planned commercial building
3. 5000  sqf space is required for 2 screen small cinema (125 seat each) 
4. Cinema can be made in small budget starting 30 lacs, however you have to compromise in quality. If you want quality work (a/c, push back seats, carpeting, 7.1 sound system) then your budget will increase.
5. In Rajasthan where there is good student population , a multiplex is advisable.

@Arshad Hi Arshad. Setting up a 3D cinema is very easy. There are many suppliers. But first please clarify if you are targeting to release commercial 3D films like Ironman2, Spiderman etc; or are you planning for small capacity 3D theater which shows those chinese film with 10-20 minutes of duration. I suggest, you should plan the first option for commercial cinema. the ROI is better here. That too a passive 3D and not active 3D. For this, you will need a 2.4 gain silver screen, a DCI compliant 2K digital projector with 3D attachment from Volfoni/X Mirror/Depth Q. Sound should be Dolby Digital with a Dolby 650D processor. Also required will be screen speakers (left, center, mid) along with a sub-whoofer. Quantity of surround speakers will depend on your auditorium layout. For more details please email.

However, as per industry norms cost should land at approx 1.25cr per screen for a 250 seater. @Magesh kumar, I suggested many times on this page that open at least two screens cinema hall. Lesser capacity started with multiplex concept which had more than one screens and ticket price on higher side compare to single screen theater. If you read about concept of lesser capacity theater, that is for luxury cinema. We take projector on rent to minimize investment and maintenance cost. All NOCs will be issued by DC of your area. @sunil, First of all get permission from local municipal office for construction then apply to DC office for architectural design approval. Many departments are involved in the process like health, electric, fire etc. They will be visiting your site time to time for inspection and final NOCs will be provided after the completion of your project even form e-tax department. If you are just thinking of investment then brands would be good option, not good for business point of view.
